About Christian Lopez

Christian Lopez is a proud, life-long El Pasoan with over seven years of experience in community engagement strategies, stakeholder relations, and managing resource-constrained projects into impactful, community-driven initiatives here in El Paso, TX. As a Senior Communications & Public Involvement Consultant at WSP USA, Christian specializes in leading strategic engagement efforts for major infrastructure and planning projects, supporting agencies such as the Texas and New Mexico Departments of Transportation, El Paso Metropolitan Planning Organization, New Mexico Interstate Stream Commission, and the City of Santa Fe, NM. He was also recently selected as a Communications Lead for WSP's Developing Professionals Network National Committee. Previously, Christian served as the Civic Empowerment Manager for the City of El Paso, overseeing several community-driven programs that strongly influenced his expertise in public engagement for underserved communities. Committed to civic leadership, Christian serves as Chair for the UTEP MPA Advisory Board, Secretary of the Canutillo ISD Bond Accountability Committee, and recently founded and leads a City-registered Neighborhood Association in West El Paso, uniting over 150 members to strengthen community ties and advocate for residents.

About Frantz M Berthaud

Frantz M. Berthaud, MPH, FACHE is the Market Director of Oncology for the Hospitals of Providence. He has oversight of the system's operations and strategic vision for oncology. He has over 15 years of experience in the healthcare sector ranging from clinical research to management, education, operations, and strategy. Prior to Frantz joining THOP, he served in several leadership roles at the Dana-Farber Cancer Institute in Boston, MA. Mr. Berthaud is a former Chair of the American College of Healthcare Executives (ACHE) National Early Careerist Committee, and a 2022 ACHE Career Accelerator Program scholar – aimed at increasing diversity in healthcare leadership. Frantz is a member of Boston University School of Public Health's (BUSPH) Health Law Policy and Management Advisory Board and the Alumni Association Board of Directors for Boston College where he received his Bachelor of Arts in Biology and Philosophy. He holds a Master of Public Health from Boston University School of Public Health and was an adjunct faculty member at the school. Frantz is a fellow of the American College of Healthcare Executive and also serves as a board member of the United Way of El Paso County. He also earned a certificate in Diversity, Equity, and Inclusion from University of South Florida Muma College of Business. When he is not pursuing his passion at the intersection of oncology and equity, he is enjoying time with his wife, young daughter, and their dog Shaggy.

About Christina Gonzalez

Christina Gonzalez is an assistant vice president with the Federal Reserve Bank of Dallas responsible for administrative and engagement functions for the El Paso branch. She is also secretary for the El Paso branch board of directors, and she oversees administrative and technology services for district law enforcement. Gonzalez serves as vice chair for the district Governance Advisory Team, which is responsible for advising senior leadership. With 27 years of experience at the El Paso branch, Gonzalez has held key leadership roles across several departments, including accounting and budget, cash services and real estate services. Throughout her career she has contributed to numerous district-wide projects and served on Federal Reserve System workgroups, most recently supporting the Dallas Fed’s first vice president on the System Law Enforcement Oversight Group. In 2001, the Federal Reserve recognized her contributions to the financial management function, awarding her a district Team of the Year Award. She demonstrated her expertise in process improvement, leading the El Paso Cash Services team to a district Team of the Year recognition in 2015. Gonzalez also co-chaired a Federal Reserve System workgroup that developed training to share El Paso’s process improvements in cash service operations throughout the Federal Reserve System. Gonzalez serves on the board of the Workforce Solutions Borderplex and previously served on the executive board for the Greater El Paso Chamber of Commerce. She earned a bachelor’s of accounting degree with honors from New Mexico State University.

About Dr. Ginger Raya

Dr. Ginger Raya is the Center Leader of the George McMillan Fleming Center for Healthcare Management and an Associate Professor at UTHealth Houston School of Public Health. With over two decades of experience as a faculty member, course developer, and healthcare administrator, she has made a significant impact in the industry. As a certified career coach, she is dedicated to mentoring professionals and helping them reach their full potential. Before joining UTHealth Houston, Dr. Raya served as Director of Physician Services at HCA Healthcare, where she managed a $68 million portfolio, specializing in ambulatory operations, acquisitions, and provider employment. She holds degrees from the University of Texas at El Paso, Texas Tech University Health Sciences Center, and a Doctorate of Education in Organizational Leadership from Argosy University. Her dissertation on emotional intelligence and at-risk behavior in Latinas reflects her commitment to leadership and behavioral health. Dr. Raya currently serves as the 2024-2025 Chair of the El Paso Chamber Healthcare Coalition and President of ACHE of the Southwest. She also plays a leadership role as Vice-Chair of Pioneers 21 and Chair of the Board of Evolve Federal Credit Union. As co-founder of the Women’s Educational Resource Entity, she empowers women through financial literacy education. Her contributions have been recognized with the 2024 TAMACC Women of Distinction Award. Beyond her professional roles, Dr. Raya is a venture capital investor with Ecotone Fund and, alongside her husband, Joe, invests in real estate across Texas and Arizona. Inspired by their love for animals, they founded Premiere Pet Care of Paso del Norte Inc. She remains dedicated to advancing healthcare, education, and economic empowerment.
